The splitting road that leads to Fort Hraggstad. Take the right path up some then head east once past the rocky terrain to get to the stone. The Steed Stone primary location is situated northwest of the capital city of Solitude, atop a mountain range north of Wolfskull Cove and west of the Thalmor Embassy. There is a road that can be found to the west of the Thalmor Embassy that passes by the embassy, but does not directly lead up to it.
