Can you queue for rated bgs with deserter

Blizzard should reassess the main reasons players are leaving battlegrounds, at least once a year minimum, and decide if it's still a good idea to keep this debuff. At this time in Mists of Pandaria it doesn't take a genius to assume the main reason players are leaving BG's is not because they're losing the match, it's because their team mates are Bots.
